The purpose of this Commission is to inventory the assessments conducted by State agencies, local governments, and other entities, to develop a comprehensive statewide policy that includes both short-term and long-term solutions for meeting critical infrastructure needs, and to identify dedicated sources of funding and methods to leverage private capital, including the creation of an infrastructure bank, to finance those needs.
We have been waiting – the shoe has dropped. This is how they will get this enacted:
“This Act establishes a state Partnership Committee and an Office of Public-Private Partnerships to identify and establish public-private partnerships and approve qualified bidders, requests for proposals, and template contracts. The Act is designed to improve public operational efficiencies and environmental performance, promote public safety, attract private investment in the state, and minimize governmental liabilities.”

The case for this P3 Authority was made by lobbyists in Chairman Moffitt’s House P3 Committee last year,
…lobbyists who represent Macquarie Capital, (one of the largest private equity infrastructure conglomerates on the globe),
…and Macquarie Capital just happens to be the folks who DRAFTED the “Establishing a Public-Private Partnership (P3) Authority Act” at the 2011 ALEC Conference.
…in an ALEC Task Force co-Chaired by then-Rep. Fred Steen, who at the time was the North Carolina ALEC State Chairman, but is now Gov. Pat McCrory’s Chief Legislative Counsel.
