I. PROCLAMATIONS:
- Recognition of the Asheville Tourists winning the 2012 South Atlantic League Championships

- October, 2012, as “Fire Prevention Month”

II. CONSENT AGENDA:
A. Approval of the minutes of the regular meeting held on September 11, 2012; and the special meeting held on September 18, 2012.

B. Resolution authorizing the Mayor to apply for and, if awarded, enter into a grant agreement with the North Carolina Parks and Recreation Trust Fund for construction of the Dr. Wesley Grant Sr. Southside Center.

C. Resolutions making provisions for the possession and consumption of malt beverages and/or unfortified wine the following events:
1. Blue Ridge Pride on October 6, 2012
2. Symphony in the Park on October 14, 2012

D. Resolution setting a public hearing on October 9, 2012, to consider an economic development incentive agreement with Plasticard-Locktech International.

E.1. Resolution authorizing the Mayor to amend the interlocal agreement with Buncombe County regarding the WNC Regional Air Quality Agency allowing the City of Asheville to collect their permit fees.
2. Ordinance amending the City’s Fees & Charges Manual to create an administrative fee for collecting the permitting fees for the WNC Regional Air Quality Agency.

F. Budget amendment, in the amount of $88,593 for a grant from the N.C. Dept. of Commerce for the WNC Nature Center.

G.1. Resolution authorizing the City Manager to enter into an agreement with Henderson County to lease a Compressed Natural Gas van.
2. Budget amendment, in the amount of $14,527, from Henderson County, to purchase a CNG van for Henderson County.

III. PRESENTATIONS AND REPORTS:
A. 10-Year Plan to End Homelessness Update

IV. PUBLIC HEARINGS:
A. Continuation of public hearing to consider a Municipal Service District for downtown Asheville (Business Improvement District). – It is the Council’s intent to continue this public hearing until October 9, 2012.

B. Public hearing to consider amending the 2012-13 Annual Action Plan to de-allocate Community Development Block Grant funding for the OnTrack HomeBase Program.

C. Public hearing to consider a signage plan to allow for the installation of identification and wayfinding signage to be located on a portion of the property located at 110 Lyman Street.

D. Public hearing to consider an amendment to the Unified Development Ordinance to update outdoor lighting standards.

V. UNFINISHED BUSINESS: none

VI. NEW BUSINESS:
A. Resolution authorizing the City Manager to execute a lease agreement with Pope Golf Asheville LLC for the operation and maintenance of the Asheville Municipal Golf Course.

B. Resolution authorizing the Mayor to enter into an interlocal agreement with Buncombe County to construct multiple water lines within a one mile radius of the former CTS facility on Mills Gap Road.

C. Consideration of City Council initiating a rezoning petition for property owned by Caledonia LLC, identified by Buncombe County land records as PIN’s 9648-71-4568, 9648-72-6180 and 9648-71-4812.

D. Resolution appointing a member to the Civic Center Commission.

    As much info on Plasticard-Locktech incentives as possible would be helpful. I am trying to keep my blood pressure up, up, up.
