This meeting will likely bring a resolution to the Pedestrian Bridge issue that came to the fore two months ago after the death of Anthony Ray Gilmore. Montford Commons’ application for taxpayer aid is back for consideration. We’re looking at expanding the River District Redevelopment Committee to include Woodfin’s Mayor. The Public Art Board expands its board and broadens the definition of public art to include temporary works of art and does not exclude performing arts. Dive in, get yourself up to speed, and give me your opinion before it comes time to vote.

I.   PROCLAMATIONS:

-           September 13-17, 2010, as “Minority Enterprise Development Week”

-           75th Anniversary of the Blue Ridge Parkway

II.   CONSENT AGENDA:

A.         Approval of the minutes of the meeting held on August 10, 2010.

B.         Ordinance increasing the membership size of the Asheville Riverfront Redevelopment Commission to add a representative from the Town of Woodfin and to alter the Commission’s name to Asheville Area Riverfront Redevelopment Commission.

C.         Resolution setting a public hearing on September 28, 2010, to consider the permanently closing of a portion of Davidson Drive.

D.         Budget amendments:

1.         In the amount of $110,621, for a grant from the State of N.C. Dept. of Environment and Natural Resources through the Grassroots Science Museums Collaborative for the WNC Nature Center.

2.         In the amount of $3,527, from donated money from citizens, for procurement of supplies for the                                purpose of firefighter recognition.

3.         In the amount of $104,000, for Year 3 funding from the N.C. Dept. of Public Instruction for the 21st Century Community Learning Center as part of the City of Asheville Weed and Seed Initiative.

4.         In the amount of $5,000, from the North Carolina Arts Council to support the Public Art 360 Conference.

E.         Resolution authorizing the City Manager to sign an agreement with Motorola Inc. to provide maintenance coverage for the City’s radio system.

F.         Ordinance amending the Civic Center Commission membership size to include two Buncombe County appointees.

G.         Resolution supporting the Asheville Fire Department’s participation in Mission Hospital’s Lighten Up for Life campaign.

H.         Resolution authorizing the City Manager to sign an agreement with SUNGARD, Inc. formally HTE, to provide maintenance coverage for the City’s HTE Software.

I.          Resolution authorizing the City Manager to sign documents related to the application for and           implementation of two grants from the Appalachian Regional Commission.

  • ELECTRONIC PRESENTATIONS ARE LIMITED TO AGENDA ITEMS WITH PRESENTATION MATERIALS PROVIDED PRIOR TO THE MEETING BY CITY STAFF, APPLICANTS, OR ORGANIZED OPPOSITION.
  • INDIVIDUALS HAVE UP TO THREE MINUTES TO SPEAK TO CITY COUNCIL.
  • A PERSON REPRESENTING A GROUP OF THREE OR MORE PERSONS (NOT INCLUDING THE SPEAKER) PRESENT IN THE COUNCIL CHAMBER HAS UP TO 10 MINUTES TO ADDRESS CITY COUNCIL.

IV.  PUBLIC HEARINGS:

A.         Public hearing to consider an amendment to a previously approved Conditional Use Permit at 105 Bleachery Boulevard to increase the allowed square footage for a new structure on an outparcel located within the existing development for construction of a 6,950 square foot Discount Tire Store, with requested modifications to the front setback, parking within the setback, and landscaping.

V. UNFINISHED BUSINESS:

A.         Economic development incentive grant request for the Montford Commons Project.

B.         Pedestrian Walkover Bridge at Hillcrest Apartments.

C.         Resolution appointing a member to the Buncombe County Tourism Development Authority.

VI.  NEW BUSINESS:

A.1.      Ordinance amending the establishment of the Public Art Board.

2.     Resolution adopting the Public Art Policy and Implementation Guidelines.
