I would, but I am running out of turns today and am getting some flak.
  Starting with your BTW in the last Paragraph, I&#039;m not sure what the city can do about all the tax exempt non profit owned property, much of which is not helping meet human needs, do you?
On your suggestions, I agree with 1) and mostly with 2) and hiring homeless workers (3) would be fine with me but for additional benefits, not existing ones.  Living wage standards presents a real delemma here as more pay each lets the city hire fewer workers, leaving more unemployed.  I don&#039;t think that&#039;s lost on anyone.
  As for the cost of DPB&#039;s (way down at the bottom) there may be a 3% of benefits cost for the first 2 or 3 years, but as soon as the proportion of gay workers or residents increases, it wil SAVE big money on child benefits and childcare due to gays low FERTILITY RATE as shown here:

(I stopped going years ago because it&#039;s a 3rd-rate venue!) I am very concerned that the &quot;solutions&quot; you and your cronies come up with will reverse the flow and you will wind up with the hollow storefronts the city had in the &#039;80&#039;s.  Through shear stupidity, the city rejected a WalMart that now pours millions into the Weaverville Treasury. And the great majority of its jobs are held by residents of Buncombe and Madison counties. So now I no longer shop at the Asheville Mall, downtown, or even the east-side Walmart. I drive the extra miles to do my shopping outside the city. 
 
Before I close, and assuming you&#039;re still with me, let me make three more suggestions: (1) Sell the damn golf course;  (2) suspend spending precious dollars on the &quot;nice to have but not needed&quot;  greenways; and (3) when we have snowstorms, round up all the kind souls we&#039;ve &quot;saved&quot; through our 10-year Homeless Plan, give them snowshovels, (or in nice weather, let them get rid of unwanted graffiti) and let them EARN their room-and-board! 
 
It truly pains me that there are only two intelligent people left on our City Council!  I used to love the City of Asheville. No wonder it doesn&#039;t make any of the &quot;Best Places....&quot; lists any more. What is REALLY scary is that all of Council&#039;s votes seem to be unanimous (or at least those I&#039;ve followed). 
 
By the way, do you know what percentage of ALL the land within the city is actually subject to being taxed?  I do, and you would be shocked!

Asheville&#039;s population grows by 40,000-45,000 per day due to folks coming into the city.  These folks aren&#039;t paying property taxes to help with city services. 


Out-of-towners are part of over 50% of all traffic accidents that city police respond to, further straining resources.


Asheville takes more calls for ï¬re and emergency services per capita than any of the other 17 cities involved in the University of North Carolina School of Governmentâ€™s Benchmarking Project (178 calls per 1,000 people compared to the next highest city, Charlotte, which has 126 calls per 1,000 people).


On average, cities captured 53.33% of the population growth in the county. From 1950-2000, Asheville captured only 10.75% of the population growth in Buncombe County. This is due to our passive stance on annexation.


The city of Asheville generates 75% of the total sales tax revenue in Buncombe County, but the city received only 28% of that money this year, the rest going towards County interests.


We are constrained by the state regarding management of our own water resources.


We are constrained by the state regarding management of our own occupancy tax revenues.


In short, Mr. Plaue, Asheville is in a unique position.  Maintaining our city&#039;s basic services is going to be a challenge unless something starts to give.  I hope you&#039;ll consider contacting your County Commissioners and State Legislators in an effort to help Asheville become more financially stable.


The budget considerations go beyond a Pay-Go approach to a structural imbalance that is unsustainable in the long run.  Thank you for your concern and interest.  I hope you&#039;ll read the Crossroads document and continue to offer your insights and opinions.

I see few, if any, proposals in the Council&#039;s &quot;wish List&quot; that will not add to the city&#039;s budget.  At the same time, I see no - zero - recommendations as to how these ideas will be paid for. Any idiot can - and apparently will - spend money (especially if it belongs to someone else) but it takes courage to accompany spending with saving, or at least, include the means to &quot;pay the bills&quot;.  Ergo, I would like to make a suggestion:  ANY proposal brought to Council for a vote, that will ultimately COST dollars, be (mandatorily) accompanied by the means to pay for it, or provide offsetting CUTS in expenditures. For you &quot;wise leaders&quot;, this is simply good government and COMMON SENSE  (in very short supply around here).
 
Before initiating NEW projects, plans, ideas, why not begin by figuring out how to cover the current $ 5,000,000 shortfall?  Or are you too afraid to tackle the REAL problems (that resulted from your profligate overspending)?
 
For example, before approving benefits for unmarried partners, has anyone figured out how much this will COST? Without debating the merits of unmarried partners, please use the brains you were given and tell the public what this idea will cost them (or whomever will bear the cost). I think you make a fair point here. However, I&#039;d like for us to keep that issue seperate from the domestic partner policy. The point of the domestic partner policy is that LGBT employees should get the same benefit package as other employees, regardless of whatever those benefits happen to be. 
 
Aside from the domestic partner policy question, we will be reviewing our overall health care benefits policies this spring, so there will be opportunities to address this issue.

		<description>The Clingman ave project is not worth that kind of money and may not be worth the impervious surface.  Paving 4 different lanes in each direction for 4 different speeds. Parking, pedistians, bikes, cars. adds up to a lot of pavement.  If the state leveraging depends on the spending then so be it, but a better way to establish bike routes is by increasing connectivity on residential streets, with less traffic where bikes can divert from the main arteries like Clingman and then share lanes with cars on side streets.
  There are several better ways to spend this money, like municipal environmental contraception.</description>

		<description>Agenda Placement requirements:
  Requiring 3 councillors to override the mayor and place an item on the agenda is too high a hurdle.  Two councillors should be able to do this, at least a limited number of times per year and with limited discussion time before calling a vote.  Limiting discussion time in meeting becomes more viable in the presence of forums like this one, which allow unlimited discussion before a meeting.
  Also committee barriers reflect old councils too much and I hate to see good proposals get killed because Worley or Mumpower appointees don&#039;t like them.</description>

		<description>It is a major mistake to list the goals in the Stategic Operating Plan alphabetically.  They MUST be listed in order of priority if they are to communicate priorities to city staff and voters.  Remember that all of the goals cannot possibly be met so they must be traded off against each other and their relative prioities must be known in order to do this.  I seriously doubt that the alphabetical ordering of the goals was coincidental.  Actually though, if it was then good, I coincidentally like the aphabetical de facto prioritization of Affordable, Fiscally responsible, Green and sustainable, Job growth and Communtiy Development, and Safe.  Remember, safety last.</description>
