		<description>The prospective jump in energy bills is probably a direct result of the state leg conceding to power companies the right to charge ratepayers for construction work in progress (CWIP) when they passed the alternative energy bill last year.

Kudos to Susan Fisher for her decision - after supporting the alternative energy bill through most of the process - to be one of two Democrats to vote against it when it was up for a final vote.

As Chris Fitzsimon of NC Policy Watch pointed out, Fisher and the other Democrat who voted no (Durham&#039;s Paul Leubke) were the only ones in the Democratic caucus who had received no money from utility PACs during the previous election cycle.

Another example of the need for public financing.</description>
